The .NET Framework was created by Microsoft to integrate programming languages. It includes two environments. The first one is needed by programmers to simplify code writing. The second is for all Windows users.
Many programs and games require the .NET Framework. A virtual machine converts the code of a language into a unified algorithm. The latter is understood by the operating system as commands to be executed. The code is also checked for accuracy and security. The CLR (Common Language Runtime) allows to run programs written in different languages in one operating system. Without it, many web services cannot be cross-platform.
